The Sunshine State, ironically, is no stranger to nasty storms. Residents and tourists alike have been weathering hurricanes for years, and a few of these storms have even led to closures of Disney World! This year, though, the same old protocols that have been in use for years just aren’t going to cut it. Florida is rewriting its hurricane policy right now. Here’s why AND what YOU need to know.

Why does Florida need a new hurricane policy?

The 2020 hurricane season is expected to be different from past years in a few ways. For one, the season is expected to be super active according to analysts. For reference, 2019 was very active as well with six hurricanes forming throughout the season including the Category 5 storm, Hurricane Dorian.

According to ABC Action News, Florida Governor Ron DeSantis acknowledged the risk saying, “Hopefully, we don’t have to deal with a hurricane, but I think we have to assume we’re going to have one.”

This year is also differentiated by the fact that hurricane season will overlap with the current global health crisis. Health and safety measures may have to change when it comes to evacuating and sheltering citizens in high-risk areas — like Central Florida and, by extension, Disney World.

What does the new plan take into account?

The new plan, though not fully developed, seeks to keep people safe in the extreme conditions of the health crisis AND a hurricane. According to ABC Action News, the state isn’t in the best shape to handle a storm. Hospitals and medical supplies are stretched thin, the economy is in recession, unemployment is growing, and physical distancing requirements are still in effect.

The new hurricane plan seeks to provide a solution to some of these constraints. State Emergency Management Director Jared Moskowitz took the following into account, “How do I evacuate people that might be COVID-19 positive? What do we do with our hospitals? Are we using schools for shelters? How are we doing that? How are we separating populations?”

The new protocols seek to address these concerns, and Florida teams aren’t undergoing this redrafting process on their own. The state is also signing with national consulting firms to help determine policies that are aimed at protecting people while preventing illness.

Some ideas that have been determined so far include testing for illness at storm shelters, setting up specific sites for those that are infected, and providing hotel space to those who are unable to afford a safe place. Again, the plan is still in development, but the goal is to balance storm AND health concerns.

Keeping up with the hurricane policy is, of course, important for Florida Residents; but if you’re planning a trip to Disney World, you need to be aware too! If you end up in Disney World during a hurricane, having a backup plan will be critical for you and your family!

Disney Cruise Line has already announced that European sailings are canceled through October 2nd, 2020, and Canadian sailings are canceled through September 14th, 2020.

And just recently, Disney Dream and Disney Fantasy sailings have been canceled through September 15th, 2020. 

Even though we don’t know when sailings will resume, Disney Cruise Line wants to help folks book their cruises with confidence again! Disney Cruise Line has just introduced a new cruise date flexibility policy.

Guests with pre-existing bookings and those who make new bookings will have the extra assurance of knowing they can modify their reservation up to 15 days before their departure date without penalty. The “flexible dates” offer is good through August 31st, 2020 through March 31st, 2021.

In the details listed on Disney Cruise Line’s website, it states all guests may take advantage of this offer and may change their sailing date to a future sailing date prior to April 1st, 2022, (standard prevailing rates will apply). However, if you choose to move your sailing date, you can’t change your reservation back to the original date you booked your cruise for.

Disney’s Aulani Resort in Hawai’i is one of the resorts that’s still in a full closure. New reservations were previously being accepted for midsummer, but now reservations have been pushed back.

Initially, Aulani was accepting new reservations and modifications for dates after July 1st, but now new bookings have been pushed another month to August 1st. This may be due to the fact that Hawai’i is still requiring a mandatory 2-week quarantine for out-of-state arrivals through July 31st, per Hawai’i Tourism Authority.

This change also affects the current cancellation policy. Aulani will now waive all Disney-imposed change and cancellation fees up to the date of check-in for arrivals through July 31st. Stay tuned to DFB for all of the latest updates on Aulani and more!

The global health crisis has had a major economic effect across the board — especially on the tourism industry.

With such a major drop in revenue for the travel industry, the national government is reviewing ways to get the sector back on its feet. They’ve already employed a multi-billion-dollar stimulus for airlines, and now they may even incentivize travel with a tax break.

Lobbyists are pushing to provide tax breaks for American travelers.

According to the Orlando Sentinel, lobbyists are currently pushing for a plan that would provide up to $4,000 in tax breaks for those who begin traveling and spending money at hotels, theme parks, and more.

One example that has been proposed is the Explore America tax credit. This would be an income tax credit worth up to 50% of a household’s expenditures on travel like airfare, hotel rooms, tickets, and meals. The cap would be at $4,000 per household and would apply through the end of next year.

Interestingly, the tax break is modeled after a credit that was implemented for some homebuyers during the 2008 housing crisis.

A lobbyist for the Walt Disney Company, Tori Emerson Barnes, noted that the government will need to continue spending to revitalize the tourism industry. “Right now, our businesses need relief,” she said, “But ultimately, we’ll need recovery.” 

Unions have gotten involved as well noting that any aid to big travel should come with stipulations that improve conditions for frontline workers. A representative from the union that organizes several Disney World employees, UNITE HERE, noted, “I think we really need to move from incentives to requirements to get these companies to do the right thing.”

Remember, none of this is set in stone, but it is something that lobbyists are pushing.

Now we know what you’re thinking: Why would the government PAY US to go on VACATION!? Let’s break it down. As we mentioned, tourism is one of the industries that has been hit the hardest by the global health crisis and has already been a major beneficiary of economic relief.

People are especially wary about travel right now. A tax break like this could incentivize people to travel despite their unease about the economic downturn and health concerns. John Bortz, CEO of Pebblebrook Hotel Trust explained, “I think there’s a recognition that travel overall is going to need to be stimulated, and that will take dollars.”
